Sorry about the length of the minutes of the April 17, 2003 WCSU Structure
Committee meeting.  I installed new software this weekend and it had me
saving the document in "Rich Text Format (RTF)" instead of as a Word
document.

Thanks to Neil Manders for pointing that out.
