TOWNSHEND ELEMENTARY SCHOOL BOARD MINUTES
JANUARY 9, 2006

DRAFT

IN ATTENDANCE:  Kathy Hege, Al Claussen, Loree Zeif, Judy Tietz, TES
Board, Deborah Leggott-Principal, Kris Jerz, Megan Richardson, Bethany
Barton-teachers, Larry Kraft, David Dessendorf, Diedra Beattie, Members of
the Public, Cheryl Ruth, Superintendent

1.	CALL TO ORDER:  Loree called the meeting to order at 7:10 p.m.
2.	APPROVAL OF MINUTES:  Discussion.  There was an omission; PO #37 was
misplaced for the sum of $15,187.20.  A motion to approve the minutes as
amended was approved.

BILLS & PURCHASE ORDERS:  PO#39-$15,065.09, PO # 40 $10,165.82, and PO #
41 $17,908.30.  These purchase orders were approved.

PRINCIPAL’S REPORT:  Deborah provided the board with highlights.  The 6th
grade class went to Montshire Museum with Brookline.  Winter sports will
begin on Wednesday, January 11th.  Door chimes will be installed.  One
student moved out of TES and went to Wardsboro School.

SUPERINTENDENT’S REPORT:  On January 31st there is an informational
meeting at 7:30 p.m. at LGUHS.  The annual meeting will be on February 7th
at LGUHS.  Lunch Program:  Cheryl asked if Townshend would be interested
in being a meal provider to another small school.  Kathy Hege suggested we
talk with Carolyn Lanning first.  Deborah will ask Carolyn how she feels
about cooking lunch for another small school.

MEMBERS OF THE PUBLIC: Hiring someone to take the minutes-Diedre Beattie. 
Her feeling is that it is the board’s responsibility to take their own
minutes.  Loree explained that a member of the public had a concern
regarding the minutes not being done within the required 5 days.

Frank Rucker came to discuss the revised draft budget.  Frank gave a quick
overview of the budget.  $1,000 was added for negotiations, legal for past
legal bills.  There needs to be another $1,000 added to legal.  The
Treasurer’s Salary was changed to $1,500. The new tax rate will be $1.58
with the new changes.  Frank will get us a revised copy of the budget for
the next meeting.

OLD BUSINESS; GC Septic Issue:  A meeting was held with Carol Mellis,
attorney, today, January 9th.  Carol will send the agreement to GC
attorney.  There are 2 issues:  Who is responsible for monthly reporting
for permit.  School Board does not want to take on this responsibility. 
The other issue is to do with timing.  It needs to be done in writing.

ARTICLES FOR TOWN MEETING WARNING; The board will draft some language for
the article warning about using part of the fund balance for a new roof
(not to exceed $55,000).

NEW BUSINESS; Deborah would like the board to approve 5 staff that would
like to go to China; three are WSCU employees and two from TES.  Loree
made a motion to accept the TES staff members trip to China.  It was
seconded.

The board agrees to pay a sub bus driver test/endorsement, but not for the
training for CDL.

COMMITTEE UPDATES:  Executive/Super Board:  Kathy, Carl, and Loree will
attend the meeting on 1/11/06.

POLICY COMMITTEE:  The Weapon’s Policy needs to be posted for 10 days.  

TECHNOLOGY-Committee will meet 1/12/06 at 4:00.

CORRESPONDENCE:  Memo from Anita Bean, Town Clerk regarding Joint meeting
with Select board.  This is scheduled for Monday, January 30th at the Town
Hall at 7:00 p.m.  Three of the board members can attend.  Loree will put
up the 3 notices to warn.

UPCOMING MEETINGS:  Super Board/Executive Committee-January 11, 25; March
29, May 3, 2006.

EXECUTIVE SESSION:  Kathy Hege made a motion to go into Executive Session
for a student matter at 8:45 p.m.  It was seconded.  Bethany Barton was
invited into Executive Session at 9:15 p.m., which ended at 9:26 p.m. 
Kathy made a motion to research the legal options for the resolution of
the student issue.

The meeting was adjourned at 9:35 p.m.

Next meeting will be on January 23, 2006 at 7:00 p.m.
